Position Description: The Maryland-National Capital Park and Planning Commission, Prince George’s County Planning Department is seeking a Senior Planner/Planner to become part of our Countywide Planning Division team. The Senior Planner/Planner will play an important role as part of a Mandatory Referral team, which reviews a variety of projects from federal, state, and local governments, and public and private utilities. The Countywide Planning Division is interested in a motivated, team oriented planner who is interested in working in a diverse planning environment. Experience working with federal, state and local governments or utilities is desirable.

EXAMPLES OF IMPORTANT DUTIES:

Senior Planner:
• Demonstrated experience in project management.
• Assists in the management of staff teams responsible for the preparation of mandatory referral applications.
• Under general supervision, conducts all tasks associated with the administrative mandatory referral process. This includes:
• Facilitating pre-application meetings with federal, state, county, or publicly and privately owned utility applicants,
• Working with Planning Department staff to prepare draft staff comments, and
• Preparing and routing draft response letters for the Planning Director’s signature.
• Demonstrated critical thinking with the ability to prepare concise preliminary draft staff reports and present to the Planning Board full mandatory referral cases
• Assists other planners in the preparation of preliminary draft staff reports for full Planning Board review.
• Plans and conducts research on potential mandatory referral projects by evaluating adopted Capital Improvement Programs for various agencies.
• Coordinates/sets-up meetings with agencies to discuss their adopted Capital Improvement Programs and the mandatory referral process.
• Prepares, reviews, and edits planning related correspondence, reports, memoranda, agenda items/packets, and other assigned documentation for Planning Director and Planning Board; compiles data and prepares reports; processes public hearing notices.
• Processes all mandatory referrals with assistance from the administrative staff.
• Maintains case tracking spreadsheet for all mandatory referrals.
• Answers questions from the public and applicants on the mandatory referral process.

Planner:

• Demonstrated knowledge of project management.
• Under close supervision, assists and participates in all tasks associated with the administrative mandatory referral process. This includes:
• Preparing and running pre-application meetings with federal, state, county, or publicly and privately owned utility applicants,
• Working with Planning Department staff to prepare draft staff comments, and
• Preparing and routing draft response letters for the Planning Director’s signature.
• Conducts research on potential mandatory referral projects by evaluating adopted Capital Improvement Programs for various agencies.
• Drafts notification letters for full Planning Board review cases.
• Maintains case tracking spreadsheet for all mandatory referrals.
• Assists other planners in proofing and reviewing preliminary draft staff reports for full Planning Board review.
• Processes all mandatory referrals with assistance from the administrative staff.

The position may be filled at either the Senior Planner (Grade H) or Planner (Grade G) level depending upon the applicant’s qualifications.

Minimum Qualifications:
Senior Planner – Master’s Degree in planning, architecture, parks, engineering, environmental science, or equivalent disciplines related to job function and one (1) year of progressively
responsible professional level planning experience; OR an equivalent combination of education and experience.
Planner – Bachelor’s Degree in planning, architecture, parks, engineering, environmental science, or related subjects and one (1) year of professional planning experience; OR an
equivalent combination of education and experience.
