Position Description:

The Montgomery County Planning Department serves a rapidly growing and culturally diverse population of nearly one million people on the border of Washington, D.C. For more than 80 years, our agency has cultivated a national reputation for excellence in planning.  Montgomery County planning staff is responsible for both long range planning and the regulatory review of development applications and works in a diverse environment that includes downtown Bethesda and Silver Spring, as well as suburban and agricultural areas.

The Research and Special Projects Division Chief manages a team of seven people who are responsible for demographic, land use and economic data collection, housing policy, and market studies related to master plans. In addition, the division oversees numerous special studies, such as the current Rental Housing Study, a study looking at the colocation of public facilities, and a Master Plan Reality Check.

We are seeking a person who has an in-depth background in research and research methods – with an emphasis on economic and housing issues, an experienced and hands-on manager, someone who is familiar with overseeing large-scale research efforts and studies, and an innovative thinker who can bring new ideas to the management team.

This position is one of four division leadership roles reporting to the Deputy Director. The selected candidate will lead a division staff with diverse backgrounds. The role includes the day to day activities associated with the management of professional staff, from setting work schedules to completing performance evaluations and addressing any personnel matters.

The person selected will also be responsible for both preparing the annual division budget and managing it. The chief is expected to review and control expenditures in accordance with the approved budget.
